A raw file is the result of a in-camera process. That the process does not take into account some of the settings does not matter. Then you have loss-less compressed and uncompressed raw. Add a JPG thumbnail used to preview a raw file...
Each manufacturer has its own ways to record the sensor data with biased emphasis on one or more RGBG channels. Because of that a raw is not fully free of processing and never will be. Add to that various proprietary changes made by the manufacturers and, yes raw is processed.
Compare a raw file to grounded raw meat if you like. It is just as unpalatable a slab of raw meat unless you like 'Steak Tartare'.
